The VQTS (Vocational Qualification Transfer System) pilot project aimed to create a systematic procedure to ensure international transfer of vocational qualifications (in terms of competencies and skills) in order to increase mobility in vocational education and training by using qualification as a "common currency" throughout Europe. The website provides among others a number of publications and references on the VQTS model and its application within education praxis.

Reference tool for describing and comparing qualification levels in qualification systems developed at national, international or sectoral levels. ... The EQFs eight levels cover the entire span of qualifications from those recognising basic knowledge, skills and competences to those awarded at the highest level of academic, professional and vocational education and training. The EQF is a translation device for qualification systems.

Technical framework for transfer, validation and, where appropriate, accumulation of learning outcomes by individuals to achieve a qualification. ECVET tools and methodology comprise a description of qualifications in units of learning outcomes with associated points, a transfer and accumulation process and complementary documents such as learning agreements, transcripts of records and ECVET users’ guides.

ESCO is a multilingual classification of European Skills, Competences, Qualifications and Occupations. It identifies and categorises skills and competences, qualifications and occupations relevant for the EU labour market and education and training, in 22 European languages. The system provides occupational profiles showing the relationships between occupations, skills, competences and qualifications. ESCO is developed in an open IT format and is available for everyone to use free of charge.
The main European legislation is Directive 2005/36/EC (http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32005L00369) on the recognition of professional qualifications. This directive has now been amended by Directive 2013/55/EU (http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32013L0055).
